THE CICF BOARD
CICF is comprised of six Indianapolis Foundation directors, three Hamilton County Community Foundation officers, and twelve members self-elected by the CICF Board.

Brian Payne is president and CEO of the $811 million Central Indiana Community Foundation (CICF) and The Indianapolis Foundation. Since he joined CICF in November 2000, the foundation’s annual grantmaking has doubled to over $50 million. Under his direction, CICF staff and board redefined the foundation’s business model and created clarity and focus on how best to accomplish the foundation’s mission to inspire, support, and practice philanthropy, leadership, and service in Central Indiana. CICF has a major focus on equity in opportunity and developing, attracting and retaining highly educated, creative, entrepreneurial and community minded people. This focus is supported by three major initiatives: Family Success, College Readiness and Success and Inspiring Places.
Brian is the Founder/Leader of the Indianapolis Cultural Trail: A Legacy of Gene & Marilyn Glick. The Cultural Trail is a $63 million dollar, eight-mile, beautifully designed and landscaped bicycle and pedestrian pathway that connects every significant arts, cultural, heritage, sports and entertainment venue in Indianapolis’ dynamic downtown. It was created by taking a lane of traffic away from cars and dedicating it to people on foot, bikes, Segways and wheelchairs. The national consulting firm, Project for Public Spaces chose the Indianapolis Cultural Trail as the best North American example of a big, bold, transformative project that is changing the way we think of cities and city life. The US Department of Transportation awarded the Cultural Trail a $20.5 million stimulus grant, one of only 51 grants awarded out of 1,400 proposals submitted in a merit-based competitive process.
Brian and CICF are currently leading two more transportation initiatives. One is an effort to integrate all of Indianapolis’ transportation assets into a robust personal mobility network where customized multi-modal transportation solutions are delivered to a person’s smart phone. The other is an effort to create an additional 100 miles of protected bike lanes, multi-modal paths and sidewalks to the Indianapolis transportation infrastructure.
Brian is a much sought after speaker in Indiana, nationally and internationally. His themes include inspiring places, multimodal transportation, trails and parks, livability, connectivity, and talent attraction and retention. He has been the keynote speaker for the Centre City Congress in Calgary, the Texas Trails and Active Transportation Conference, Trailnet in St. Louis, Association for Research on Nonprofit Organizations and Voluntary Action and numerous leadership conferences. He has spoken at national conferences of the American Planning Association, CEOs for Cities, Larger Community Foundations Annual Conference, Council of Foundations and United Way.

Mike co-founded T2 Systems in 1994 and served as CEO until 2013 when he moved into the role of Chairman. He also serves as Managing Director of Jupiter Peak, LLC, which is focused on investment in the local technology community.
Mike serves on the board of directors of the Indiana Repertory Theater and T2 Systems, and has served on a number of other local not-for-profit boards, including as the chairman of the TechPoint Foundation for Youth. He and his wife Liz founded the Simmons Family Foundation with CICF in 2011 to fulfill their philanthropic goals and engage their children in the spirit of giving. They have three children and live in Zionsville.

Kathy Davis is the owner and founder of Davis Design Group, providing analysis and information systems for leaders of systems that serve people. The Simulated Education Experience is a virtual world of Indiana students built around the goal of completing higher education.
Kathy is a graduate of the Massachusetts Institute of Technology and Harvard Business School. She was the first woman to serve as Indiana’s Lieutenant Governor. Kathy also served as Controller for the City of Indianapolis, Secretary of the Indiana Family and Social Services Administration, and State Budget Director.
Kathy serves on the boards of the Indianapolis Foundation, Lumina Foundation for Education, Noble of Indiana, IU SPEA, IU Public Policy Institute, WGU Indiana, Shepherd Tech Arts Resource Team, and Chembio Diagnostics Inc.

David Becker is the chairman, president and chief executive officer of First Internet Bancorp (Nasdaq: INBK), a bank holding company with assets of $2.8 billion as os March 31, 2018. David founded and serves as president and CEO of the Bancorp’s subsidiary, First Internet Bank, which opened for business in 1999 as an industry pioneer in the branchless delivery of banking services.
With a history of more than 35 years creating successful entrepreneurial companies in financial services and technology, David has created five Inc. 500 companies and sold three of them to public companies. He currently has an educational software firm, DyKnow, and a retail software firm, RICS.
David is a 2001 recipient of the Ernst & Young Entrepreneur of the Year award and a 2002 recipient of the TechPoint Trailblazer in Technology award. In 2004, he was named Sagamore of the Wabash by Indiana Governor Joe Kernan. In 2008, David was inducted into the Junior Achievement-sponsored Central Indiana Business Hall of Fame. In February 2015, he was granted the prestigious Lifetime Achievement Award in Mentoring by College Mentors for Kids.
David is a 1975 graduate of DePauw University.

Andrea earned her bachelor’s degree from the University of Florida, MBA from Indiana Wesleyan University. She currently lives in Zionsville with her husband and 3 children. In addition to serving on the CICF Board, Andrea is involved in a number of organizations including the Women’s Fund Sage Society, Impact 100, and is part of the inaugural class of the Indiana Latino Institute’s Leadership Circle.

J.A. Lacy serves as president and CEO of LDI, Ltd., an Indianapolis-based family office with more than a century of experience funding and operating high-potential, middle-market companies. J.A. is also the majority owner of Motorsport Aftermarket Group, OIA Global and UltiMed.
J.A. is also a director at Citizens Energy Group, a broad-based utility providing natural gas, water and wastewater services to Central Indiana residents, and Essco, an aftermarket sweeper parts and accessories wholesaler in the U.S.
A native of Indianapolis, J.A. has lived and worked in Chicago, Vancouver and Hong Kong. He is an avid runner and reader. J.A. currently serves on the Central Indiana Corporate Partnership board and has served on boards at the Central Indiana United Way, YMCA and Women’s Fund of Central Indiana.
J.A. earned a Master of Business Administration from the University of Chicago in 1996 and a Bachelor of Arts from the University of Notre Dame.

Una O. Osili is the associate dean for research and international programs at the Indiana University Lilly Family School of Philanthropy. She is also an economist with expertise in economic development and financial markets. She has served as a volunteer and board member with several local and national organizations.
Una, and her husband Vop live in downtown Indianapolis with their two children. She received her Ph. D. in economics at Northwestern University and earned a bachelor of arts in economics at Harvard University.

Marisol Sanchez is the Vice President and General Counsel at Endress+Hauser, Inc. USA. Mrs. Sanchez serves as legal counselor and strategic advisor by developing and implementing legal policies and procedures, risk preventative counseling, measures and procedures, and overseeing all legal and compliance functions of the organization. Prior to joining Endress+Hauser, she was as a partner in the Litigation, Appellate and White Collar Crime Groups at Bose McKinney & Evans.
A graduate of the Indiana University Maurer School of Law, Mrs. Sanchez lives in Fishers with her husband, Rafael A. Sanchez, and 3 children. In addition to her service with the CICF board, she also volunteers as an Advisory Council Member of the Indianapolis Zoological Society and a Board Member of the Indianapolis Neighborhood Housing Partnership.

Cindy is passionate about helping children and is personally involved with the Simon Youth Foundation and the Pacers Foundation. Cindy serves on several boards including Indiana University Foundation, Methodist Health Foundation, Park Tudor School, Butler University, and many more. She is also a recipient of the prestigious Sagamore of the Wabash award. Cindy is married to Indiana Ice owner Paul Skjodt and they have three children.

Mr. Sutphin joined the CICF board in 2007 and was chairman from 2014-2015. He has participated in the governance of numerous not-for-profits. Manager of Netherleigh Enterprises, LLC, Mr. Sutphin sits on several investment committees and dispenses a modicum of humor, good will and timely advice. Married, he is blessed with two children and a dog. He’s been known to travel — as well as to sit and read (often in that order).
THE INDIANAPOLIS FOUNDATION BOARD
The Indianapolis Foundation board is comprised of six directors as dictated by the original 1916 resolution of trust. Two directors are appointed by the Mayor of Indianapolis; two by the Marion County Circuit Court Judge; and two by the presiding Judge of the United States District Court. Each director is appointed to serve a six-year term.

With his diverse background in both profit and not-for-profit organizations, and almost 18 years of experience in philanthropy and fundraising, Tom Kilian has noteworthy expertise in campaign planning and execution, major and planned gift programs, annual giving, special events, strategic planning, foundation infrastructure and policies, and volunteer board management as he leads innovative resource development initiatives.
Mr. Kilian’s career has largely been focused on higher education, where he has spent the last 10 years playing leadership roles in the development and execution of several philanthropic campaigns across various campus landscapes. Most recently, as Executive Director of the Ivy Tech Community College Foundation in Central Indiana, he has successfully launched the largest regional campaign in college history, and has secured the largest individual gift commitment in Ivy Tech history ($5 million). Prior to joining Ivy Tech, Kilian had extensive experience raising money in support of large four-year public institutions, as well as a small four-year private institution.
Mr. Kilian earned a B.S. from Indiana State University, an M.S. from Indiana University, and an executive certificate from the University of Notre Dame. Kilian has continued his love of life-long learning through his involvement with Council for Advancement and Support of Education (CASE), Association of Fundraising Professionals (AFP) and American Society for Quality (ASQ). Outside the office, Kilian volunteers with several organizations, including sitting on the board of directors for the YMCA of greater Indianapolis.
Both professionally and personally Mr. Kilian strives to make a difference in the lives he touches. He is a results driven leader, eager to help individuals and organizations pursue their mission, create their vision and strategically achieve their goals. When he isn’t working or volunteering, Kilian enjoys spending time with his wife Jennifer and their daughters, Samantha and Ellison. He loves the culinary scene, and tries to spend as much time as possible outdoors.

Lisa joined the Hamilton County Community Foundation board of directors in 2009. She is the Executive Director of the Hamilton Southeastern Schools Foundation. The foundation was formed in 2001 to benefit all schools in the Hamilton Southeastern district by providing student scholarships and teacher grants. The Hamilton Southeastern Schools Foundation Endowment Fund is a fund of Hamilton County Community Foundation.

Tom Dapp is owner and Chairman & CEO of Gradex, Inc., an Indianapolis-based heavy-highway company he founded. Gradex, celebrating its 41st year, specializes in grading, excavating and utility construction in the public and private sectors and on residential, commercial and industrial sites. Past projects include Indianapolis International Airport, Lucas Oil Stadium, Banker’s Life Fieldhouse, and US 31 reconstruction.
Tom is a graduate professional engineer from the University of Wisconsin where he also obtained his MBA. He is past three-time Chairman of the Indiana Construction Association and a current Board member of the Greater Indianapolis Chamber of Commerce where he was Chairman of the Infrastructure and Environmental Committee as well as serving on the Economic Council and Transportation Committees. He is a Board member of the Carmel Chamber of Commerce and past member of the Carmel Library Foundation where he served as President, as well as a Board member of the Indianapolis Opera. Tom also is a Director of the Western Golf Association, where he is active in promoting the Evans Scholars Program, having been a recipient of that scholarship.
Honors include being designated a Distinguished Hoosier by Governor Orr, selected to Who’s Who in Construction, Design & Engineering by the Indiana Business Journal, as well as being chosen as one of the 30 most influential persons in construction in the last 30 years. Tom is a Blue Chip Award recipient and a past Board member. He was recognized as Contractor of the Year in 1999 and is a SIR Award winner.
Tom and his wife, Susan, enjoy their children and 7 grandchildren, golf and traveling, and have visited 119 countries.

For more than two decades, Tonya led highly successful sales teams in the medical device field.
Tonya started her career in marketing with Proctor & Gamble and then, LensCrafters during their start-up and highest growth period. She spent more than 15 years in the medical industry with GE Medical Systems, Boston Scientific and Hologic where she managed high earning sales teams in the Midwest and on the West Coast.
Building on her passion to help others succeed, Tonya moved into the sales training department for Hologic, the world’s largest women’s health care company. She was responsible for fostering the growth of outstanding industry management leaders. She also developed strategies and content for national sales meetings that included audiences of upwards of 600 people.
Tonya continues to dedicate much of her time toward giving back to the community. She spent 10 years on the board for The Leukemia and Lymphoma Society Tri-State Southern Ohio Chapter and two years as executive director. Locally, she is involved with the National Charity League, has served on other boards and chaired large fundraising events for organizations like Joy’s House.
Tonya lives in Westfield with her husband, Roger, and her two daughters, Caroline and Emily.

Nicole Lorch has been with First Internet Bank since its 1999 launch. Throughout her tenure at First Internet Bank, Ms. Lorch has influenced digital service delivery, product development, customer acquisition and strategic communications. In her current role as Chief Operating Officer, she works across the bank’s business units to advance strategic initiatives and support the bank’s continued growth and expansion. She also has direct responsibility for the bank’s nationwide SBA lending program; the nationwide consumer and small business deposit platform; and the bank’s marketing, IT, and HR functions.
Passionate about the critical role talent acquisition and retention play in the Bank’s ongoing success, Ms. Lorch is particularly proud of the Bank’s continued appearances on Top Workplaces in Indianapolis and Best Banks to Work For (a nationwide poll sponsored by American Banker).
Ms. Lorch believes a community is stronger when its residents share their time, talent and treasure. She serves on advisory boards and committees for the Indianapolis Neighborhood Housing Partnership (INHP), the United Way of Central Indiana, and the Women’s Fund of Central Indiana. Ms. Lorch is also a trustee of the Malpas Scholarship Trust at DePauw University.
In recognition of her professional accomplishments and community contribution, the Indianapolis Business Journal recognized Ms. Lorch as a Woman of Influence in November 2017. The IBJ honors women in Central Indiana for their professional excellence, leadership, vision, community service, and mentoring.
Ms. Lorch earned a bachelor’s degree from DePauw University and an MBA from Indiana University Kelley School of Business. She is also a 2015 graduate of the CBA Executive Banking School.

Jay Merrell is the Executive Vice President of Industrial Dielectrics, Inc. (IDI) of Noblesville; IDI manufacturers electrically insulating materials with plants in seven global locations. He attended Purdue University, for undergraduate and postgraduate and has worked full-time for the family business since 1982. Jay is deeply involved in his industry associations, specifically as a member of the Board of Directors of the American Composite Manufacturers Association. Jay has spent most of his life as a resident of Noblesville, living only two years outside of Hamilton County. He is also active with Boy Scouting, church activities, and family travel. Jay is married to Anne and they have four children.

Bridget has a degree in marketing from the University of Arizona.

As the executive director of development for Central Indiana at Ivy Tech Community College, Danielle creates relationships with both internal stakeholders and external constituents to help identify and fund programs, scholarships, and capital needs within the region. Most recently, Danielle assisted in the closing of a $22 million “Closing the Achievement Gap” campaign in Central Indiana which focused on raising funds for scholarship, Hospitality Administration, a new Automotive Technology Training Center, a buildout for ASAP (Accelerated Associate Degree Program), campus improvements in Indianapolis, Franklin, Noblesville, and Greencastle, and growing an endowment for student support services and programs.
Danielle has been working in fundraising for nine years and has experience in annual fund, events, major gifts, and capital campaigns in higher education and also for social service non-profits. Danielle is also an adjunct instructor for the English department at Ivy Tech. Before beginning work at Ivy Tech in 2012, Danielle was the Development Manager for the Foundation for Lutheran Child and Family Services. Danielle earned a B.S. in English from I.U. and her M.S. in Student Affairs and Higher Education Leadership in from Indiana State University.
Danielle is an active member of CASE (Council for Advancement and Support of Education), AFP (Association of Fundraising Professionals) and NASPA (National Association of Student Affairs Professionals), and has volunteered for the Junior League of Indianapolis and served on the Board of Directors for Pathway to Recovery. When she’s not in the office, Danielle volunteers for several local non-profits and enjoys traveling with her husband, Shannon.
